Taiwan’s position in the global semiconductor industry is not just significant; it is foundational, holding a virtual monopoly on advanced technologies. The Taiwan Semiconductor Manufacturing Company (TSMC) is a multinational giant (Semiconductor Research Corp. in the book) that stands as the world’s largest independent semiconductor foundry. Taiwan-based companies collectively hold a commanding 68% share of the global semiconductor manufacturing market.

This dominance is even more pronounced for the most sophisticated chips. TSMC alone produces approximately 90% of the world’s leading-edge semiconductors, which are essential for advanced applications like artificial intelligence and quantum computing. Taiwan accounts for a dominant 92% of the world’s most advanced logic chip capacity. No other company can currently produce chips at the same level of sophistication and scale as TSMC. For example, Apple’s most advanced semiconductors can only be produced in a single building on a TSMC campus in Taiwan. This extreme concentration has led to the concept of a “silicon shield,” where Taiwan’s economic importance is believed to deter a Chinese invasion. China, despite its ambitions for self-sufficiency, remains heavily reliant on Taiwan, importing over $400 billion worth of semiconductors annually.

The Divergence Between Fiction and Reality

While Woodward’s Red Tide accurately captures the immense stakes, its core premise, that China could successfully seize and operate Taiwan’s advanced chip factories, would be more challenging according to expert analysis. A key plot point in Red Tide is a commando raid to seize a pivotal factory. However, experts believe Taiwan would likely employ a scorched earth strategy, preferring to destroy its factories rather than allow them to fall into Chinese hands.

Advanced semiconductor manufacturing equipment is incredibly fragile and can be rendered inoperable with relative ease. This could be as simple as sending a robot arm out of spec or driving up oven temperatures until the machines burn out. Furthermore, there are reported failsafe mechanisms in place, such as the ability of key equipment manufacturer ASML to remotely disable its critical extreme ultraviolet (EUV) chip-making machines if China were to invade. TSMC’s chairman has also stated that a military invasion would render the company’s factories non-operable.

Even if the facilities were seized physically intact, operating them would be near impossible without continuous maintenance, spare parts, and, most critically, the highly specialized human talent required. Woodward reinforces this point in Red Tide with a detail that the CEO holds exclusive access to alter production designs in the fabs, highlighting the critical bottleneck of intellectual property and human capital. An exodus of this talent would make the operation of the fabs impossible.

The Catastrophic Economic Consequences

Red Tide’s portrayal of catastrophic economic fallout is, however, highly credible. A sudden halt in Taiwanese chip exports would cause the global economy to arguably spiral into recession. A Chinese blockade alone could lead to an estimated $2.7 trillion in global economic losses, with a full-scale invasion potentially costing the global economy a staggering $10 trillion. The war in Ukraine, for comparison, has resulted in losses under $250 billion, highlighting the unprecedented scale of a potential Taiwan conflict.

Such a disruption would not be a mere chip shortage. The world would face a global catastrophe of the sort not yet seen in the computer age, as entire industries could shut down within weeks.

Global Efforts to Reduce Vulnerability

In response to these risks, major economies are making significant efforts to diversify semiconductor production. The U.S. CHIPS and Science Act has catalyzed over $450 billion in private investment to bolster domestic manufacturing. The EU Chips Act aims to double the EU’s market share in semiconductors by 2030. Japan is also investing heavily, with a goal of producing 2nm chips by 2027.

However, these ambitious initiatives are long-term projects that are still many years from fruition. Building a new advanced fab costs over $20 billion and takes 3 to 5 years to become operational. As a result, the world’s critical dependence on Taiwan for advanced chips will continue for the foreseeable future. This creates a vulnerability window where the immediate, catastrophic risks portrayed in Red Tide remain highly credible, as current efforts would be insufficient to prevent a profound global shock.
